Rules And Regulations

PURPOSE
The purpose of the Festival is to give each competitor the opportunity to perform in a friendly atmosphere, to strive for excellence, to learn from others, and to have increased
interest in musical studies.
*Failure to comply with these rules may result in disqualification of the competitor

Management |
| 1. | The Festival shall be known as the Woodstock Rotary Festival of Music. |
| 2. | The Festival shall be under the joint control and management of the Rotary Club of Woodstock and the Oxford County Branch of the Ontario Registered Music Teachers' Association. The decisions of the Festival Committee on any point shall be final. |
| 3. | The Committee reserves the right to appoint additional adjudicators if necessary. |
| 4. | All Competitions, unless otherwise stated, shall be open to amateurs only. For the purpose of these competitions, an amateur shall be defined as follows: any person who has not earned a degree or diploma from a recognized school of music; any person whose principal means of livelihood is not obtained from the profession or practice of music, even if he or she from time to time accepts remuneration for musical services rendered. Members of Choral Societies, Choirs, Orchestras and Bands may be professionals, provided that they comply with the terms of Rule 6. |

Eligibility |
| 5. | Conductors may be either professional or amateur. Conductors and teachers may conduct any number of organizations in the same class or otherwise, but MUST NOT SING OR PLAY with their Choirs, or play with their Orchestra or Band whatever the size of the group. |
| 6. | Competitors in Choirs, Choral Societies, Orchestras, Bands must be bona fide members of their respective organizations. Junior and Senior Church Choir members must perform several times per year in that Church. |
| 7. | In all classes in which an age limit is set, competitors must be the prescribed age or under as of JANUARY 1, IN THE YEAR OF THE CURRENT FESTIVAL. |
| 8. | In instrumental classes, competitors must enter classes at the grade level at which they are studying as of January 1st in the year of competition, or one grade higher, and must state grade level on the entry form. |
| 9. | Former Rose Bowl, Senior Strings or Senior Brass/Woodwind Trophy winners OR former participants of the Woodstock Rotary Festival of Music who have earned a degree and/or diploma from a recognized school of music may enter only in the Alumni Class and must be amateurs. |
| 10. | VOCAL SOLOS
- must be sung in prescribed key
- transposition allowed in Jr. & Int
- language is optional
- costumes and/or staging permitted in "Musical, Stage & Film" and "Light Opera" classes only
- no open flames may be used in any classes

| 11. | CONCERT GROUPS
- only one piece from concert groupings to be played in trophy classes
Vocal
- 2 or 3 numbers
- time limit: 10 minutes
Piano
- 3 numbers
- Gr. 7 &8 - time limit: 10 minutes
- Gr. 9, 10 & ARCT - time limit: 15 minutes
Contestants will be disqualified if over the time limit
CANADIAN COMPOSERS
- studies may not be used for Canadian Composer choices in piano classe

| 12. | GRADED CLASSES
- contestants in GRADED classes may play ONLY IN GRADED CLASSES, Duets,
Trios and Quartets (Ensembles), Non-Competitive Classes AND Jazz, Rags and Blues
& Studies

| 13. | REPEATS
- not to be played in solos or duets unless specified in Conservatory books
- Da Capo and Dal Segno should be used as specified in Conservatory books

| 15. | MEMORIZATION
- pieces must be memorized unless otherwise stated
- no mark and no placing will be given if music is used - there will be adjudication only
- edition specified in syllabus must be used and is furnished to the adjudicator

| 16. | VOCAL SELECTIONS - OWN CHOICE
- must be equal in difficulty to RCM or CC syllabi grade levels as requested in class descriptions
- level of difficulty of non-conservatory repertoire will be judged to be of the appropriate level of difficulty at the discretion of the adjudicator whose decision will be final
- indicate title, composer and timing on entry form to facilitate accurate scheduling
- competitors MUST NOT use the same piece in more than one class at the same festival

| 17. | PHOTOCOPYING
- is illegal by Federal Law
- photocopies will not be accepted by the adjudicator
- originals MUST be provided by the contestant for the use of the adjudicator in OWN CHOICE classes
- non-compliance will result in disqualification
- ALL performers MUST use original music if memorization is not required
- music purchased from the internet must be accompanied by the printed sales receipt which should be attached to the music given to the adjudicator
When ordering music, please allow at least 6 to 8 weeks for delivery as music is frequently out of stock and may need to be specially ordered. It is unlawful to copy any portion of music or text without authorization from the copyright holder. To do so is a violation of the Canadian Copyright Act. It is unfair to deny the author/composer just recompense for work that may represent years of effort. Please refrain from the use of copied music, as it will result in disqualification.

| 18. | CONTACT WITH ADJUDICATORS
- contact of any kind between adjudicators and teachers, competitors or parents prior to or during the festival before trophies and scholarships are awarded is strictly prohibited
- teachers/parents and/or students who do not comply with the above rule will be asked to leave the session immediately and will not be permitted to attend any remaining sessions of the festival.

| 19. | COMPLAINTS & PROTESTS
- must be handed directly to the festival co-ordinator in writing within 24 hours of the incident
- the decision of the festival committee is final
- requests and/or problems must be directed to the daily secretary or the festival co-ordinator for clarification
|
| 20. | ENTRY FORMS
- must be signed by the Competitor (or legal guardian), Conductor, Secretary or other qualified official of a choir, choral society, band or orchestra on their behalf
- must be in ink, printed legibly on the form supplied (photocopy what you need)
- must be accompanied by necessary fees
- must have the playing time included for own choice pieces or entries may not be processed
- applications will not be accepted from students presently studying with or having taken occasional lessons from the adjudicator of that class
- at least 20 solo competitors are needed in a section (eg. Strings) to warrant hiring an adjudicator for that section

| 21. | CLASS PROCEDURES
- no visual or other communication is permitted between a teacher and competitor during a performance.
- COMPETITORS are to hand OWN CHOICE selections to the secretaries or adjudicators as instructed
- applications will not be accepted from students presently studying with the adjudicator of that class
- make sure students know which own choice piece to play in each class

| 22. | RECORDING DEVICES
Due to the privacy act:
- photography or recording of any kind, using any type of camera
or other electronic equipment,
is not permitted during performances
- no video or audio recording of adjudicator?s remarks
- failure to comply with the above rule will result in the person being asked to leave the session immedaitely
- any recorded material must be erased immediately while a secretary watches

| 23. | SCHEDULING
- scheduling decisions are made by the festival committee after entries close
- schedules will be forwarded to teachers in February
- teachers should notify the secretary of any conflicts
- order of competition appears in the program book and may not coincide with the competitor sheets due to editing - check with the program book for final schedule
- competitors not ready to perform within 10 minutes of a class being called may be disqualified

| 24. | PERFORMANCE PROCEDURES
- teachers are not to make any form of visual communication with competitors while performing
- competitors commence only when given a signal by the adjudicator
- competitors will perform in the order as printed in the official programme which may or may not match the information received
- classes will be called to the front of the auditorium and students seated in order
- if a student is accidentally missed, please bring it to the attention of the secretary on duty immediately

| 25. | ACCOMPANIMENT
- competitors provide own accompanists
- competitors may perform at the end of the class if the accompanist is not available at the stated time
- keyboard and taped accompaniments are not permitted
- a chord may be given at the piano for unaccompanied works

| 26. | CLASS SIZE
- classes are split after 13 entrants
- winners of each split perform in trophy classes
|
| 27. | PERFORMANCE TIMES
- performers must be ready at least 15 minutes in advance of stated class times
- performance times as stated in the official program will be observed as closely as possible
- check class times with the program as they may change from the times stated on performer?s sheets due to changes which occur after the sheets are sent out

| 28. | DRESS
- deportment and appearance are important to a polished performance
- suitable stage attire and footwear should be worn

| 29. | STANDARD OF PERFORMANCE
-
- to receive certificates and maintain a high standard of performance, a competitor must achieve a minimum 80% for first, 75% for second and 70% for third
- awards are withheld if the minimum standard is not met regardless of the number of entrants in a class
- first place winners in some classes proceed to the trophy class
- if no first place is awarded, or the person is disqualified, there will be no representative from that class in the trophy playoff
- certificates are awarded at the close of the class
- THERE ARE NO TIES FOR FIRST AWARD
- the ADJUDICATOR?S DECISION IS FINAL!
- awards are not scholarships, but are given to outstanding students at the discretion of the adjudicator
- awards will be paid directly to students

| 30. | TROPHY CLASSES
- winners of solos classes are invited to compete for trophies
- competitors perform only 1 movement from a sonata or 1 piece of their choosing if they have won more than one class
- some classes are not included in trophy classes: Vocal - "Musical, Stage or Film" or any
church solos, (traditional, modern or contemporary)
- some trophies are chosen by highest marks - Vocal: "Musical, Stage or Film", Church Solos and Piano: Jazz, Rags & Blues, Bach, Canadian Composer, Classical Era & Studies

| 31. | SCHOLARSHIPS & TROPHIES
- to be eligible for scholarships and trophies, competitors must compete in at
least 2 competitive solo classes in vocal, 2 competitive
solo classes in piano, 2 competitive solo classes in
strings or 2
competitive solo classes in brass & woodwinds (does not apply to alumni classes)
- may be awarded or withheld at the discretion of the adjudicator - including Rosebowls and other Sr trophies
- are awarded to the students who show the most promise musically based on the opinion of the adjudicator
- need not be given to an award winner
- only ONE scholarship and ONE trophy may be awarded to a contestant in each category eg Piano, Vocal, Strings, Brass & Woodwind
- scholarships (except the Garner Family Singers) may be divided between competitors at the discretion of the adjudicator
- scholarships are announced at the Stars of the Festival Concert
- scholarships are to be used for future tuition only unless otherwise stated
- payment is made to the student?s teacher at the close of the festival
- aspects of a scholarship award not covered by the above rules, or any discrepancy which may occur in the fulfilment of the scholarship agreement, will be dealt with by the festival committee and their decision is final

| 32. | STARS OF THE FESTIVAL CONCERT
- is held at the close of the festival
- competitors with the highest marks in their classes may be invited to perform
- Rose Bowl winners are expected to perform
- there is no remuneration or payment for incidental services for performers at the concert
